I don't know how you'd change the angle without major re-welding or machining. As stock, the bike rides very well, without the "weaving" that old choppers used to do with steep fork angles. I'd say this would be major revision to the frame.
The fork (ground clearance) might be "shortened" by loosening the triple clamp bolts and sliding the fork legs up a bit. I don't know about the top clamp piece, it looks like the top fork nut tightens against the fork tubes, locking them in place. Might work, might not ???
